It really got me to think of the question. Are monsters born or are they made? In the end, the doctor says, "I won," he was able to see the monsters come to life, but were they born or were they made? Honestly, can it be said that he was rooting for one or the other? Sure, you could say, "well the girl was saying that he wanted monsters so he wouldn't feel like he was the only one, like it was his fault and his own wrongdoing," but that doesn't say whether or not you're raised or born a monster. Personally, I think it's a combination of the two (some factors heavier than others depending on the various influences and opportunities), but within the confines of the story I come to the question and find I still haven't an answer. He won, he made the monsters, but was it because the monsters were always there or because they were created? Hmm... the more I think of it though, I think that in this story, monsters are made, that he wanted monsters to be made so that he could feel that he was the way his was because of those who influenced his life... but still when he talked about how people come from normal backgrounds and end up serial killers it was as if he were trying to say that some people are just born that way. His experiment showed that in 7 individuals, he could bring 5 to commit murder, 1 ready to do so, and another bystander who was in favor of the murder but physically couldn't commit it. It also left 1 to commit suicide to stop himself from becoming a monster (but the question still stands, was he always a monster he was simply suppressing, or was he trying to stop himself from developing into one). So, it seems as if the doctor mostly helped monsters become brought out, but did he create them or did he lure them out of where they were already waiting?
So yes, the doctor one, he a majority of his subjects reveal their monstrous potential, but what was the answer to his question, or to what was originally Choi Chihoon's question?
Ugh and that scene with Park was just... wow I mean that acting was absolutely beautiful, the one in the interrogation room.
Honestly I'm so impressed by this show and so grateful that I came across it. Very well done.
